Arthur Philip Talbot,Resident Councillor of Malacca,Malaysia from(1897-1898).Born in 1853.Son of Major General Robert Talbot.He was President of Singapore Cricket Club from(1888/1892).Son Of Robert Talbot & Anna Sophia Ottey.He died in 1898,Singapore.He married to Isabella Helena d'Almeida.
